Hertsmere Developments Limited (HDL) is consulting the local community on its proposals for the redevelopment of two vacant sites at Ripon Parkside (former Directors Arms) and Paxton Gardens, Borehamwood.
HDL, a wholly-owned subsidiary of Hertsmere Borough Council, was set up to develop a portfolio of housing to support the council’s growth and economic development.
Both of the sites are in the Hertsmere Borough Council approved HDL Business Plan as the next two sites to be delivered by HDL.
Ripon Parkside comprises the former Directors Arms public house and two sets of garages. The site is located on a prominent corner plot fronting the roundabout connecting Ripon Way, Manor Way and Cranes Way. The majority of the site is vacant and in a dilapidated condition. The site is allocated within Hertsmere Borough Council's adopted Site Allocations and Development Management Policies Plan (2016) for mixed residential development.
Paxton Gardens is located to the rear of the apartments known as Paxton Court and adjacent to the Everett Lodge Scout's hut. The site is unused and comprises of overgrown shrub and trees. The site is accessed off Paxton Court and is situated next to an area of public open space.
The proposed development will provide 38 dwellings with associated parking and landscaping between Ripon Parkside and Paxton Gardens. The housing provision comprises 20 houses and 18 apartments.
The proposals seek to provide 13 affordable homes in excess of policy requirements. This is in response to consultation with Hertsmere Borough Council’s Housing department and the identified housing need in Hertsmere.
The site will provide 29 new homes comprising 17 houses, 12 apartments and 100sqm of flexible community space. A proportion of the site will be for affordable housing.
The 17 houses comprise 4 x two-bedroom houses, 10 x three-bedroom houses, and 3 x four-bedroom houses. The 12 apartments comprise 4 x one-bedroom apartments and 8 x two-bedroom apartments, served by 44 car parking spaces and 69 cycle spaces.
The proposed buildings vary in size and height. The block of flats is five storeys, sharing a relationship with the adjacent Bevan House. The proposed houses are mainly two storeys - with those along Cranes Way and Plot 9 to be 2.5 storeys.
HDL was aware of historical local representations for an NHS surgery in the future plans of the site. HDL explored this with the NHS which confirmed that it currently has no requirement for a surgery in this location. HDL is subsequently proposing an enhanced affordable housing provision and a flexible community space on the ground floor of Block A that could accommodate an NHS provision or other community use in the future.
Paxton Gardens will provide 9 new affordable homes comprising of 3 houses and 6 apartments. The houses are all three-bedroom, five-person dwellings, with the flats a mixture of four, two bedroom flats and two, three-bedroom flats, with either a private garden or a generously spaced balcony. The scheme is served by 9 car parking spaces and 23 cycle spaces. The site is adjacent to an area of public open space.
The proposed building is a maximum of three storeys, with three floors of flats centered in the middle of the scheme. Two-storey houses bookend the flats on either side. The scale relates to both the four-storey Paxton Court building and the surrounding two- and three-storey houses.

HDL is aiming to submit a planning application for each site by the end of the year. Following the submission of the application, Hertsmere Borough Council will undertake a period of statutory consultation on the proposals. At this stage, you will have the opportunity to submit your comments to the Council before a decision is made.
Once an application has been submitted, it can be viewed on Hertsmere Borough Council’s planning application search website. We will also present the scheme, and the changes made as a result of local feedback.
